Car Policy – Corporate Vehicle Usage Guidelines

🔑 What Is a Car Policy?
If we wanted to define it briefly, we could call it a Vehicle Usage Regulation, although that term sounds somewhat awkward in Hungarian.
The Car Policy is the employer’s unilateral regulation of employee rights and obligations related to the use of company vehicles.
As Tamás Paksi explained to Telex: “The Car Policy is not merely a set of rules, but a strategic tool – it reduces misunderstandings, makes costs transparent, and ensures accountability between employees and the company.”
✅ A Car Policy governs three main areas:
- Authorization procedures
- Usage procedures
- Accounting procedures
This approach is typically used by larger companies. For smaller organizations, the first two procedures can often be combined, simplifying the authorization process. Based on this, the Car Policy can also be referred to as a Corporate Vehicle Usage and Accounting Policy.
- Authorization Procedures
These define, in accordance with the company’s hierarchy and personnel structure, which positions are entitled to which categories of vehicles (even specifying brand, model, equipment level, engine type, or monthly cost limits).
It typically distinguishes between work-purpose vehicles and status vehicles, the latter serving more as an employee benefit than a strictly work-related tool.
Of course, status vehicles also serve business purposes – such as attending meetings or transporting product samples – but they also incorporate private use.
Authorization ensures that every employee who is assigned a vehicle receives one of the appropriate size, configuration, and cost category.
- Usage Procedures
These define compliance with traffic regulations, company values, and business interests. Handing over a vehicle to an employee inherently transfers part of the employer’s risk. Therefore, the usage policy sets out rules regarding proper use, vehicle condition maintenance, and adherence to mileage limits.
- Accounting Procedures
This section regulates how vehicle-related expenses are recorded, verified, and accounted for – as well as defining when and how costs must be charged back to the user.
It also includes procedures for reimbursing private use costs and handling damage claims.
Employees’ reporting obligations (such as regular odometer updates, maintenance and tire reports), cooperation with the fleet manager and/or fleet service provider, fuel card usage rules, and trip log maintenance are all part of this policy.
